What Is an Executive Condominium?

Executive Condominiums (ECs) present a distinctive housing option for eligible Singaporean households, offering a blend of public affordability and private lifestyle. Developed and sold by private developers, these strata-titled homes are priced more affordably than private condominiums, yet offer similar facilities and design features.

ECs are often referred to as hybrid housing—privately built but subsidised by the Government for a limited period. Who is Eligible to buy an EC?

To purchase an EC from a developer, you must meet several eligibility conditions:

1. Forming a Valid Household
You must apply under one of the following family arrangements:
– You and your spouse or fiancé/fiancée
– You, your spouse and child(ren)
– You and your parents and siblings
– You and your child(ren) under legal custody (for divorced or widowed applicants)
– Orphaned siblings who are single and applying together
– Up to four single Singapore Citizens applying jointly (all must be aged 35 and above)

2. Citizenship
– At least one applicant must be a Singapore Citizen (SC)
– The other applicant(s) must be either SCs or Singapore Permanent Residents (SPRs)

3. Age
– At least 21 years old (35 years for joint singles applications)

4. Income Ceiling
– The combined gross monthly household income must not exceed $16,000.

5. Property Ownership
– Applicants and occupiers must not own or have disposed of any private residential property within 30 months before applying.
– Households may own no more than one non-residential property at the time of application (for EC launches from 9 May 2023 onwards).

CPF Housing Grants for EC Buyers

First-time buyers may qualify for CPF Housing Grants of up to $30,000, depending on household income and citizenship status. Singapore Citizen/Singapore Permanent Resident (SC/SPR) households may also apply for a $10,000 Citizen Top-Up when the SPR family member obtains citizenship or has a Singapore Citizen child.

Step-by-Step EC Buying Process
Conditions After Buying an EC

1. Minimum Occupation Period (MOP)
You must occupy the unit for five years from the date of the Temporary Occupation Permit (TOP). During this period:
– You cannot sell or rent out the entire unit
– Core occupiers must physically reside in the unit

2. Renting Out Rooms
Renting out individual rooms is allowed during the MOP, but registration with HDB is required within seven days.

3. Ownership of Other Properties
You may only invest in private property after fulfilling the 5-year MOP.

4. Buying Another Property
A wait-out period of up to 30 months may apply before you are eligible to buy another subsidised HDB flat after selling your EC.

Other Key Considerations

Previous Housing Subsidies
If you have received one housing subsidy, you are considered a second-timer and may need to pay a resale levy. Households with two prior subsidies are ineligible to apply for another subsidised EC.

Undischarged Bankrupts
Applicants who are bankrupt must obtain consent from the Official Assignee to be listed as buyers (not required for occupiers).

Resale Levy
A resale levy of $55,000 may be applicable when:
– You sell your EC and later purchase another subsidised flat or EC
– You previously enjoyed a CPF Housing Grant for the EC purchase
