The Ministry of National Development will release land on the confirmed list for about 4,745 private residential units in the second half of 2026, 3.7 per cent higher than the 4,575 units in the first half. The H2 programme comprises nine confirmed list sites and 13 reserve list sites, expected to yield 9,200 private residential units, 188,100 sq m of commercial space and 970 hotel rooms. The total pipeline of private housing will rise to around 61,000 units from the current 57,000.

The confirmed list comprises eight private residential sites and one white site, which can yield 4,745 private residential units including 735 executive condominium (EC) units, and 83,350 sq m GFA of commercial space. This is 3.7 per cent higher than the 4,575 units on the confirmed list in H1 2026.
The full-year GLS confirmed list supply for 2026 will be 9,320 units, more than 50 per cent above the annual average confirmed list supply of 6,100 units over the past decade, MND said. The government will sustain this high level of supply to cater to resilient demand for private housing and keep the property market stable and sustainable.
PropNex noted that four of the nine confirmed list sites are located in the city fringe area, and that seven of them are all newly introduced in the land sales programme. The clustering of sites near previously awarded GLS parcels can help build critical mass in emerging neighbourhoods and temper land bidding behaviour by reducing the scarcity premium that developers might attach to a site, said Kelvin Fong, chief executive of PropNex.
Prime Sites: Orchard Boulevard and Holland Plain
Among the seven fresh sites on the confirmed list are two Core Central Region (CCR) parcels in Orchard and Holland Plain. The Orchard Boulevard plot spans 0.34 hectare near Orchard Boulevard MRT station, with a gross plot ratio of 2.8. It is estimated to yield around 110 private homes, and the tender is expected to be launched in August.
Lee Sze Teck, Huttons Asia senior director of data analytics, noted that the site is likely among the last few available along Orchard Boulevard. He expects up to eight bidders, with a top offer of up to S$1,700 psf per plot ratio (ppr). ERA Singapore CEO Marcus Chu added that the steady sales performance of the nearby UpperHouse at Orchard Boulevard, which has sold nearly 80 per cent of units at a median price of S$3,317 per square foot since its launch in July 2025, may also bolster developer confidence.
The other CCR site at Holland Plain is a 3.42-hectare parcel, the third of eight residential sites to be launched in the new Holland Plain housing estate. It could yield up to 610 homes, with at least 700 square metres set aside for a childcare centre. The first two GLS sites in the estate, Holland Link and Holland Plain, were both sold to Sim Lian Group at S$1,432 psf ppr and S$1,491 psf ppr respectively.
City Fringe and Suburban Sites
Three new sites in the Rest of Central Region (RCR) are at De Souza Avenue, Tanjong Rhu Close and Berlayar Close. The Tanjong Rhu Close plot can yield about 505 new homes and is the second GLS plot to be released along Tanjong Rhu Road in nearly three decades. The first parcel drew five bidders in February and set a record land rate for a pure residential site in the city fringe at S$1,455 psf ppr.
In the suburban Outside Central Region (OCR), two new sites will be offered: one for a small, low-rise project on East Coast Road, and the other for a large 735-unit executive condominium at Jurong East Avenue 1. SRI head of research Mohan Sandrasegeran noted that this would be the first EC site in the area since 1996, when the nearby Westmere EC launched. Knight Frank Singapore research head Leonard Tay added that the site sits within a mature and well-populated neighbourhood surrounded by established public housing blocks, providing a ready catchment of demand from upgraders and owner-occupiers. Huttons’ Lee said bids could come in as high as S$750 psf ppr when the tender goes up in December.
Jurong Lake District and Reserve List
The government is also pressing ahead with plans to develop the Jurong Lake District (JLD) into Singapore’s largest mixed-use business district outside the city centre, as part of decentralisation efforts, National Development Minister Chee Hong Tat said in a Facebook post on 3 June. The Town Hall Link white site can yield about 186,000 sq m of gross floor area, comprising a minimum of 40,000 sq m of office space, up to 1,200 private residential units, and spaces for retail, F&B, entertainment and other complementary uses. It will be supported by four MRT lines by 2032 and will be launched for tender in July.
The reserve list comprises eight private residential sites, one commercial site, two white sites and two hotel sites. Three of the 13 reserve list sites are new, including the Raffles Town Club site at the junction of Dunearn Road and Plymouth Avenue, a 1.14-hectare plot with a gross plot ratio of 2.1 that is expected to yield 250 residential units and up to 2,500 sq m of retail space. The existing 30-year land lease for the site ends in October. Two other new reserve list sites are at Serangoon North View and Chuan Grove.
