Changi Airport T3 Set for Major Upgrade as Capacity Expands to 140 Million Passengers with T5

Aviation Infrastructure | Changi Airport Upgrade | 30 April 2026

Changi Airport Group will call tenders in the second half of 2026 for a comprehensive Terminal 3 upgrade, part of a S$3 billion investment programme to modernise all four existing terminals. Combined with the upcoming Terminal 5, total airport capacity will rise from 90 million to 140 million passengers a year – reinforcing Singapore’s position as a global aviation hub and long-term anchor for property demand in the east.

Terminal 3 Upgrade: What Changes

The T3 refurbishment will deliver a 65 per cent expansion in baggage storage capacity, addressing one of the terminal’s longest-standing bottlenecks. The number of bus gates will more than double from three to seven, reducing tarmac congestion and cutting boarding times for regional routes that use bus-gate operations.

Infrastructure improvements will also include an expanded Skytrain fleet to handle higher passenger volumes moving between terminals, and upgraded check-in and immigration hall layouts. The works are part of a rolling programme that has already seen upgrades to Terminals 1 and 2, with T4 enhancements also in the pipeline.

Changi Airport Group said the modernisation ensures all four existing terminals remain competitive even after Terminal 5 opens, rather than treating T5 as a replacement for ageing facilities.

Off-Airport Check-in Launches at Premium Hotels

In a separate but related development, Singapore Airlines passengers staying at The Fullerton Hotel, The Fullerton Bay Hotel and Marina Bay Sands can now check in their luggage at the hotel rather than at the airport. The off-airport check-in service handles bags up to 24 hours before departure, freeing travellers from lugging suitcases to Changi.

The service is currently available for SIA passengers on selected routes and represents the airline’s push to extend the airport experience into the city. It follows similar models in cities like Hong Kong and Abu Dhabi where downtown check-in counters have operated for years.

For Singapore’s hospitality and property sectors, the initiative underscores the growing integration between aviation infrastructure and prime-district assets – a trend that supports long-term rental demand and tourism-linked property values in the Marina Bay and CBD corridor.

Terminal 5 and the 140 Million Passenger Vision

Terminal 5 remains the centrepiece of Changi’s long-term expansion, designed to lift overall capacity from about 90 million passengers a year to 140 million. The mega-terminal will serve nearly 100 airlines flying to 175 cities, effectively doubling Changi’s strategic reach.

Construction of T5 is progressing on reclaimed land at Changi East, with the terminal expected to open in phases from the early 2030s. It will feature three runways, automated baggage systems and a dedicated Changi East Urban District that blends aviation facilities with commercial, hotel and lifestyle uses.

The combined effect of T5’s new capacity and the S$3 billion upgrade of T1 through T4 positions Changi as one of the most heavily invested airport ecosystems in Asia. For real estate, the expansion translates into sustained employment growth in aviation, logistics and hospitality – sectors that drive housing demand in the Upper Changi, Tampines and Pasir Ris corridors.
