Prime and Plus: Read the Conditions

Prime and Plus flats are closer to the city centre, transport nodes and amenities, and come with stricter conditions: a ten-year minimum occupation period, and a subsidy clawback paid to HDB when the flat is sold. The clawback is 11 per cent for Toa Payoh Hillside, 9 per cent for the Bedok projects and 8 per cent for Merpati Meadow. Standard flats in Sembawang, Tengah and Yishun have the usual five-year MOP.

Toa Payoh Hillside, next to Caldecott MRT station, offers two-room flexi flats from S$243,000 and four-room flats from S$558,000 before grants. Four-room resale flats in Toa Payoh recently changed hands for between S$820,000 and S$1.2 million. It also has 256 community care apartments, from S$151,000, and for this exercise applicants aged 55 and above can apply for them, down from 65.

What Comes Next

HDB has launched 23,928 new flats in 2026, made up of 19,608 BTO flats and 4,320 balance flats. The next exercise in February 2027 will offer about 4,300 flats in Bishan, Tampines, Tengah and Toa Payoh, alongside about 5,000 balance flats. Analysts expect Toa Payoh Hillside and the Bayshore projects to draw strong demand given their locations, while the higher income ceilings widen the pool of eligible applicants.

AsianPrime PerspectiveThe price gap is striking: a four-room flat at Toa Payoh Hillside from S$558,000 against resale four-room flats in the same town at S$820,000 and above. That gap is exactly why Prime flats carry a clawback and a ten-year MOP. For a family that plans to stay long term, it is good value. For someone who may need to move or upgrade within ten years, a Standard flat or a resale flat may suit better. Read our post on the Toa Payoh West masterplan for what is planned around Hillside.
