Singapore is broadening access to its Community Care Apartment (CCA) model by lowering the minimum age eligibility from 65 to 55 years old. What Are Community Care Apartments?

Community Care Apartments are a public housing typology introduced by HDB that integrates senior-friendly flat design with on-site care services. Unlike standard HDB flats, CCA units come bundled with a Basic Service Package (BSP) that includes care-related services such as 24-hour emergency monitoring and basic health checks.

The model is designed to support ageing in place, allowing residents to live independently in a community setting while having access to care services as their needs evolve. Five CCA projects have been launched to date in Bukit Batok, Queenstown, Bedok, Geylang and Sengkang, with a sixth planned for Toa Payoh near Caldecott MRT station in the October 2026 BTO exercise.

Key Policy Changes From October 2026

The Ministry of Health, Ministry of National Development and HDB announced three major changes to the CCA framework on 13 July 2026.

First, the minimum age eligibility for CCA purchases has been lowered from 65 to 55 years old. This significantly expands the pool of prospective buyers who can plan for their retirement housing needs earlier.

Second, the scope of the BSP has been streamlined. Social activities previously included in the BSP will be consolidated and delivered through Active Ageing Centre touchpoints within CCA developments, rather than being a separate BSP cost item. The emergency alert device, previously mandatory, will now be made optional for residents who do not need it.

Third, and most significantly, the government will introduce new subsidies for BSP components. MOH will subsidise care-related BSP items using a framework similar to national Long-Term Care subsidy schemes. The subsidies are means-tested based on per capita household income (PCHI) and citizenship status, with rates ranging from 0% for higher-income households to up to 95% for lower-income Singaporean citizens. These combined changes will reduce monthly BSP fees by 18% to 75% compared to current rates.

Toa Payoh CCA and Practical Details

The sixth CCA project, located in Toa Payoh adjacent to Caldecott MRT station, will be launched in the October 2026 BTO exercise. It will be operated by Vanguard Healthcare, which runs the existing CCA developments.

Prospective applicants aged 55 and above who wish to apply for this or future CCA projects should obtain an HDB Flat Eligibility (HFE) letter. Those intending to apply for the October 2026 exercise should submit their HFE letter application by 15 September 2026 to ensure timely processing.

The revised BSP fees with government subsidies will take effect from Q2 2027. Until then, current CCA residents will continue to pay existing rates before transitioning to the new subsidised fee structure.
