The Plan in Brief

  • A second heart for the town. A mixed-use development with a shopping mall will be built next to the new BTO project, similar in scale to Woodleigh Mall in Bidadari, with a plaza in front.
  • A central green valley. Parks and green spaces will run through Toa Payoh West to link homes with Caldecott station and the new mall. Building heights will step down towards the valley.
  • A 1.2 ha wellness park with playgrounds, a jogging track, fitness stations and a butterfly trail.
  • A 15 m wide tree-lined walkway between Caldecott station and Lorong 1 Toa Payoh.
  • A possible new school. HDB did not say what type is being studied.

Toa Payoh Hillside Comes First

The first project is Toa Payoh Hillside, a BTO project of about 1,600 units next to Caldecott MRT station, launching in HDB’s November sales exercise. It will include the town’s first block of community care apartments, the assisted-living flats for seniors first piloted in 2021, with sheltered access to the station and an Active Ageing Centre nearby. Around 260 such flats are planned, with features such as coloured signs for navigation and grab bars along corridors. Separately, the Toa Payoh Integrated Development in the town centre is due for completion by 2030.

AsianPrime PerspectiveToa Payoh is one of Singapore’s oldest HDB towns, and this is a large injection of new supply, amenities and transport links on its western side. For existing owners near Caldecott and Lorong 1, a mall, parks and a better walk to the station are likely to support demand over time. For buyers, the Hillside launch is a chance to buy new in a mature, central town, but Prime classification flats come with longer minimum occupation periods and resale conditions, so read the terms closely before applying.
